One Stop Services for Individuals

Introduction to Core, Intensive, and Training Services

The St. Lawrence County Workforce Investment Board (WIB) with the enactment of the Workforce Investment Act (WIA) is mandated to oversee the One Stop Career System. The System is designed to be a composite of agencies providing services to the citizens of the County. The System is to be non-duplicative and provide universal access to all unemployed and under-employed individuals who seek self-help services as well as staff-assisted services in search of employment leading to personal self-sufficiency.

In order to accomplish this task, the WIB has established a full franchise career center at 80 State Highway 310, Canton, New York. At the full franchise center an individual has access to all services listed in the Act. The Act breaks services down into the four group types of service outlined below.

CORE A services are by design "self-help" and are available for individual access in our 1st floor Resource Room. Services in the CORE B, Intensive, and TRAINING categories require the customer to come to the One Stop Career Center for these "staff-assisted" services.

Note: Advancement from one level of service to another requires verification in the participant's case file that established criteria has been met to support the advance.

CATEGORIES OF SERVICES UNDER WIA


Core "A" Self-service Informational
No Registration Required

Determination of eligibility to include EEO data, to receive assistance under Title IB
Outreach, intake (which may include worker profiling [WPRS]) and orientation to the One Stop center
Initial assessment of skill levels, aptitudes, abilities and need for supportive services
Employment statistics information including job vacancy listings, job skills requirements for job listings, and information on demand occupations.
Performance information and program cost information on eligible providers of training services
Performance information on the local One Stop system
Information on supportive services and referral to supportive services
Information regarding filing for Unemployment Compensation
Assistance in establishing eligibility for welfare-to-work activities and programs of financial aid assistance for training and education programs
Internet browsing (job information and training services)
Referrals (informational, e.g. labor exchange referrals of resumes without further screening)
Informational workshops and job clubs

Core "B" Assisted Services
Registration Required

Staff assisted job search and placement assistance, including career counseling.
Staff assisted job referrals (such as listing and background checks)
Staff assisted job development (working with employer and job seeker)
Staff assisted workshops and job clubs
Follow-up services, including counseling regarding the workplace

Intensive
Registration Required

Comprehensive and specialized assessment, such as diagnostic testing and interviewing.
Development of Individual Employment Plan (IEP)
Group and individual counseling and career planning
Case management for participants seeking training services
Short-term prevocational services
Supportive services
Follow-up services

Training
Registration Required

Occupational skills training.
On-The-Job Training
Programs that combine workplace training with related instruction
